From Pipenv to Poetry

Change Description

Drop pipenv for poetry, dropping pipfiles, not repeating dependencies, as well as moving server dependencies to the pyproject.toml, as 'server' extra dependencies.
Drop VERSION files, have the version in pyproject.toml, change how its read in the release pipeline
