Description

This PR resolves issues in the Export Operation by handling RateLimitException and RequestTimeOutException.

Related issues

Addresses [issue Bug 130254: Gen1 API Calls returns 500 when RUs are at 100% constant].

Testing

Added unit tests in both ExportJobTaskTests.cs and CosmosResponseProcessorTests.cs
