Description
Pipeline E2E-BF-Streaming-DL-ASE-Test does not set up its own Azure resources. If (as just happened) those resources become unavailable or are deleted, the test pipeline is broken.
This new pipeline creates those resources. It can be run by hand when necessary.
Specific Changes
Add ARM template file used by the new pipeline.
Incidental: Fix comment in the test pipeline.
