Task name: GitHubReleaseV1

Description: Now GitHubReleaseV1 can accept the InstallationToken service connections.
InstallationToken is type of service connections, which GitHub Apps are using.
In our case - it's azure-pipelines app.
So, the app can create, edit, and delete releases:

Added unit tests: Covered by E2E tests

Attached related issue: #18413
