Replace packaging-common-v3 with packaging-common #17266

Access to packaging-common npm package was lost a year ago, so packaging-common-v3 version was created.
Now we have access to the original package back.

Missed versions were re-published to the original azure-pipelines-tasks-packaging-common.

Replaced packaging-common-v3 with packaging-common in task dependencies:

  • MavenV2
  • MavenV3
  • MavenV4
  • DownloadPackageV0
  • DownloadPackageV1
  • NpmAuthenticateV0
  • NuGetCommandV2
  • PublishSymbolsV2
  • UniversalPackagesV0

Note: The source code of the packaging-common is now located in a new common repository, so packaging-common-v3 will be deprecated. We are going to migrate all common npm packages to this repo.

Note: packaging-common: 3.200.0 was published with a bug, it was fixed in 3.200.1

Checklist:

@max-zaytsev was there any approval from the packaging team that owns this task? We're seeing some major bugs appear in production after these tasks released
