User Experience:
Users who rely on keyboard will not be able to navigate efficiently if any controls on the window are not accessible using keyboard

Test Environment:
OS Version: 20221.1000
App Name: Power Toy Preview
App Version: v0.23.0
Screen Reader: Narrator

Repro Steps:
1.Open Power toys settings preview app
2.Navigate to Shortcut guide menu item in the left navigation pane and activate it.
3.Navigate to the radio buttons under the Label “Choose shortcut guide overlay color” and try to access them using Tab or Arrow keys
4.Verify whether the Radio buttons are accessible or not.

Actual Result:
User is not able to access the radio button(Dark, Light and System default)s under the Label “Choose shortcut guide overlay color”. Tab focus moves only onto selected radio button rest 2 options are not accessible.

Expected Result:
User should be able to access the Radio buttons using Tab or arrow keys and state should be announced on selecting the option.

This issue is due to the Radiobuttons control itself which is not accessible by the keyboard. Ideally we should tab into the selected item and use the arrow keys to navigate to the other items but it does not work as expected.
