First time I saw Keyboard Manager, I thought it would do this, but nope. Very different beast.
On most phone keyboards you can type BRB or OMW or NP or APPT, and have them expand automatically. A similar capability on Windows would be great. The best I found was BeefText and it works great. It has some very complex features, too. But it is now in maintenance mode. Maybe you can approach the author to see what he thinks about getting included in PowerToys.
Scenario when this would be used?
Any time there is something the user types a lot, and doesn't want to, therefore creates a key-sequence to expand into the real thing.
Supporting information
If it is useful typing on a mobile device keyboard, it really is also useful on a hardware keyboard. Plus, getting used to using something on mobile devices and then not have that available on my PC keyboard is jarring. For example, I am VERY used to typing "tehm" instead of "tuna_ertemalp@hotmail.com" all over the web. Sadly, I couldn't do that on my PC before I started using BeefText.
