Description of the new feature / enhancement

There should be a better way to select the apps that a keyboard shortcut can apply to.

1). have one keyboard shortcut work in two apps
2). have one keyboard shortcut work in every app except a specific one

Scenario when this would be used?

I have a keyboard shortcut that I would like to use in multiple apps. However, in one specific app, the keyboard shortcut collides with the existing one.

This is related to #10552

In the meantime, I think it might be possible for you to work around this by adding a shortcut for that specific app that maps the shortcut back to its default one. Nevermind. I just tried that and it isn't even allowed.
