This is waiting on a PR on the WinUI side. The script we have in their repo to update the various references to CsWinRT needs to be updated. |

This PR adds a YML file to our main CI pipeline. The new stage has a task that only runs on nightly builds, and a task that only runs on (public) release builds. The task for nightly builds will trigger a WinUI CI pipeline and pass the CsWinRT preview NuPkg so that the WinUI tests run using the latest preview of CsWinRT. The other task, that runs on release builds of CsWinRT, triggers a WinUI pipeline which updates the CsWinRT version used in the WinUI repo.
