Endpoint and ping interval hints for QuickPulseModule.

Changes

QuickPulseModule now accepts

• a hint from the service as to the interval for ping requests when data collection is inactive (in support of upcoming COGS reduction change)
• an endpoint redirect (in support of upcoming regionalized QPS design)
