Fix in JpaWithExtLibrariesScanner

JpaWithExtLibrariesScanner caused an exception while scanning external libraries with double '!' in its url. In former version this didn't worked too, but the handling in Spring was different and the scanning was just ignored.

Hibernate 5.4.3, Hibernate Search 5.11.2, Spring 5.1.8

Updated to new Hibernate and Spring versions.
