Follow-up to #2222
Ruff's formatter is based on, and improved over, black's style. And proven on other big repos such as setuptools. Using it would have a nice effect of running a bit faster and reducing the amount of tooling used yet again.
But before proposing a change to it, here's a "best of both" run by running
ruff formatthenblack .again. (so of course some of said formatting improvements can't be seen here)
