HTML Sanitizer API - delete

This removes the HTML Sanitizer API - specifically Sanitizer and it's methods, and api.Element.setHTML(), and the overview page

The API was added prematurely and briefly and has since been withdrawn everywhere. It is coming back but the spec is significantly modified. If we try and extend this current information it is going to be hard to present a coherent story to users. The API is not quite 2 years out of all browsers, but not far away either.

So I'm removing this and the docs in MDN so we can start fresh.

Note, there was a previous attempt to do this in #15500 (which I blocked, but I was so very wrong :-) ).
