Somehow we need to hard-code index on PnP hellen boards with multiple controllers. It's impossible to unplug one controller to set index, since they're all hard wired on the same pcb.

For legacy boards without jumpers, pins were selected such that ID 0 and 1 are possible by bridging to adjacent power pins:
