This fixes the case where retransmissions would lead to duplicate mission items being downoaded.
This allows to get some more information about mission transfers.

This fixes #1745 and adds some more debugging if the env variable MAVSDK_MISSION_TRANSFER_DEBUGGING is set to 1.
