Raise an exception when getting state at an outlier #12191

Rather than silently returning an invalid result when someone tries to get the state at an outlier event, raise an exception.

Based on #12332 now rebased

This test relied on being able to poke in events with missing prevs via the C-S
API, which is no longer going to work. Instead, rewrite it to do them via the
Federation API.

@DMRobertson I've now rebased this, per your suggestion in #12332.

It seems like calling `_get_state_group_for_events` for an event where the
state is unknown is an error. Accordingly, let's raise an exception rather than
silently returning an empty result.

SGTM.

Do we anticipate this causing any pain for anyone running a homeserver? I'm guessing the only consequence is that something which doesn't work silently will now not work loudly?

Can we do better than JsonDict while we're here? I think Dict[str, int] judging by the following?

Ahh, because we now iterate over event_ids twice.

Do we anticipate this causing any pain for anyone running a homeserver?

I'm basically hoping I've found and fixed everywhere that we rely on this. But it's possible some instances have slipped through the cracks. We'll have to monitor for exceptions and follow up with any fixes.

If your deployment uses a dedicated worker for application service traffic, **it must be stopped** when the database is upgraded (which normally happens when the main process is upgraded), to ensure the change is made safely without any risk of reusing transaction IDs.
