Adjust scroll offset with relative scrolling #4166

Avoid having to read scrollTop first, which appears to be out of date in some cases, and then setting it again, causing a jump.

My hope is that this will reduce jumps in the timeline while scrolling on macOS. Ryan tested it and reported some promising results.
