Theme Editor does not work with Windows Installer for release 3.8.0 #675

Describe the bug
From the Configuration window, when clicking on "Edit theme", the Theme Editor is not started.
Expected behavior
Theme Editor should start with the selected theme
Environment:
- Release 3.8.0
- Windows when using Windows Installer
