Yes, i mean the icon with "En"/"Ru" (for Russian)/etc. I don't know what application is responsible for this icon.

It appears in notification area after you set more than one keyboard layout in system->preferences->keyboard.
please do not create an issue if you are not sure that IS an issue. use the forum instead.

1. I had more than one kbd layout in sys->prefs->kbd. And no icon was visible. So this is issue.

2. When I opened the sys->prefs->kbd, the icon has became visible.

Mate has a bug regarding 1), the icon is invisible after a bootup, that's why I opened this issue. Please re-open it, as it triggers for me. You have no reason to close it... And thank you for maintaining MATE!

The bug report is inappropriate on mate-indicator-applet.
The package that manages the keyboard indicator is mate-settings-daemon. Check if you have mate-settings-daemon running at session start, and after create a detailed issue there. If not, check why (this thread http://forums.mate-desktop.org/viewtopic.php?f=6&t=175 can help you).
