I have no permission either, I'll ask to be added as a maintainer. BTW Im' not sure we need to add a RTD build for the PRs: only a change in the configuration can break the build, and they are not so likely to happen. |

This add Breathe to parse C++ doc with Doxygen. The downside is that building the doc is a bit more complicated.
Since ReadTheDocs in not running in CI, I'm waiting for @JohanMabille to merge this.
BTW @JohanMabille could you configure RTD PR builds? I have no permissions there.
