The conda constructor on Windows uses these CLI flags to create or remove Windows start menu shortcuts.

--make-menus in constructor takes an optional list of packages too. For eg: --make-menus pkg1 pkg2.
It's not needed for miniforge, but --make-menus and --rm-menus are needed.
