- check v1 vote delegate factory to see if user needs to migrate to v2
- update helper functions to handle a double delegate migration, and change function name and variable names to reflect this
- minor copy updates to migration flow
- fix issue where migration banner would sometimes flash before disappearing by updating the isShadowDelegate ternary
- update tenderly container id
