Small updates to security policy as requested of us.

Changes 🔄

• Updates manager package's security.txt file to match https://www.linode.com/.well-known/security.txt
• Converts the root security.txt file to Markdown, which is more standard based on Git documentation.

  • When someone creates an issue in your repository, they will see a link to your project's security policy.
