While Ruby 3.1 is EOL, we need to continue setting that as the minimum. If we don't, we lose support for jRuby 9.4. It's pretty old, but the replacement only supports Ruby 3.4 which is too drastic for us.

If you review these commits individually, I think you will have a much easier time.
