This PR moves the Purpose, Motivation, and Scope sections from the
README.mdto the main landing page of the RtD website (i.e.index.rst). In my opinion, it makes sense to keep the repositoryREADMEto contain the bare-bones infomation that someone needs to contribute to the repo, while the RtD page should describe what the guidelines are all about. But this is just my opinion, I would like to hear what you think @vmartinez-cu and @kjbrooks!
