[11.x] Per-seconds rate limiting

This PR add per-seconds feature like per-minutes, It's not break anything. With this feature, you can define rate limiting such as attempt once in every 5 seconds .

@robin-dongbin this can now be done with perSecond once that #51054 makes it's way into the release. This will have per<Second|Minute|Hour|Day> all following the same signature with an optional 2nd parameter for decay.
