chore: update CHANGELOG with ad-hoc releases (#79)

We had to do two ad-hoc releases

* https://github.com/lacework/terraform-aws-config/releases/tag/v0.5.1
* https://github.com/lacework/terraform-aws-config/releases/tag/v0.7.2

This change is syncing the CHANGELOG to include these versions.
