Refactor/funding config naming (#24)

* metric shit ton of changes,  not building

* finished bulk of changes

* ignored proto submodule

* changed bigutil errors to constants

* removed api key middleware

* removed gateway configs need to import keys.json

* removed withdrawal from cli, refactored GetSchema in txsvc controller

* changed validator_account to provider_address
