it's better to have only one top header to allow toc plugin works well
which makes it easier to maintain later as well
renamed the two main sections to _releases management_ and _branch management_, _releases management_ contains alpha, beta, rc, and official releases, _branch management_ contains other tasks like jobs, code freeze/thaw, branchff, etc.
