feat: create opt-in kube_persistentvolume_csi_attributes metric

This PR creates a new opt-in kube_persistentvolume_csi_attributes metric

How does this change affect the cardinality of KSM: (increases, decreases or does not change cardinality)

It doesn't affect it since the metric is opt-in.
