🌱 Improve reconcile state logs (don't log empty diff) #11013

What this PR does / why we need it:
Currently we get a few logs like this in our e2e tests

This PR ensures that an empty diff is returned as "" instead of "{}" so our log statements are omitting the diff entirely

The following commands are available to trigger optional jobs:

Use /test all to run the following jobs that were automatically triggered:

  • pull-cluster-api-apidiff-main
  • pull-cluster-api-build-main
  • pull-cluster-api-e2e-blocking-main
  • pull-cluster-api-test-main
  • pull-cluster-api-verify-main
