Tasks for v1.10

Tasks

Early in the cycle:

• Prepare main branch for development of the new release: 🌱 Prepare main for development of the new release #2643
• Remove previously deprecated code

If and when necessary:

• Bump the Kubernetes version

Late in the cycle:

• Bump to Cluster API v1.7: Bump to Cluster API v1.7 #2549
• Bump CPI (prior art 🌱 Bump to CPI v1.30.0-rc.0 #2882)
• Bump vm-operator/govmomi to candidate releases
• Bump dependencies
• Create the new release branch
• [opt] Cut beta/rc releases (note, keep up with CAPI, CPI & vm-operator/govmomi versions)
• Final bump for CAPI, CPI & vm-operator/govmomi
• Cut the minor release

Continuously:

• Reduce the amount of flaky tests
