Use proper versions for vSphere CCM/CPI and update machine-controller to v1.35.2 #1489

What this PR does / why we need it:

  • vSphere CCM (CPI) version now depends on the Kubernetes version. For example, clusters running Kubernetes 1.21 will use CPI v1.21.0.
  • Update machine-controller to v1.35.2

Does this PR introduce a user-facing change?:
