Dockerfile to create a Docker image to be used by our prow jobs and as the worker image in our Argo workflows
This Dockerfile is largely based on
kubeflow/kubeflow@17aa4ce#diff-a8ff860a4d461dd7c38a79d5cfd154f8
We move the Dockerfile to kubeflow/testing because we want to have a common image used for all our different repositories
We add some packages to the Dockerfile to support testing tensorflow/k8s
