[MKP] Fix gcr paths in values.yaml #2289

Context:
Confirmed with MKP team that image paths in values.yaml actually need to be inside staging repo, which is currently set to gcr.io/ml-pipeline/google/pipelines.

Next:
Rebuild and tag deployer image to reflect this change.

For record:
Beside changes in this PR, also re-tagged some images under gcr.io/ml-pipeline/google/pipelines to make sure that the license-complied versions are used.

I'll make sure those manifest work by some manual tests and then rebuild the deployer image. Thanks!
