Katib doesn't support volcanoJob #2021

/kind bug

What steps did you take and what happened:

create a configMap contains vcjob configs(https://github.com/volcano-sh/apis/blob/master/pkg/apis/batch/v1alpha1/register.go). the vcjob kind is "Job", same to Kubernetes Job.
pod of vcjob cannot be created, because the validator webhook refused: https://github.com/kubeflow/katib/blob/master/pkg/webhook/v1beta1/experiment/validator/validator.go#L380

What did you expect to happen:

support vcjob

Environment:

Katib version (check the Katib controller image version): 0.14.0
