Also add deep copy constructor for CrsMatrix. Takes a label and any other CrsMatrix<...>, as long as it has same scalar/index/offset types.

In the spirit of mat_.nnz() used to allocate cols and values below maybe we could have mat_.numRows()+1

@lucbv That is always true unless numRows == 0, then the rowmap is allowed to be length 0. So in that case, I just preserve the length that mat_ uses (could be 0 or 1). I'm adding a test for that case.

The new mirror constructor above is templated on: template<typename S, typename O, typename D, typename M, typename ST> maybe reusing these notation and introducing L for layout instead of A1 would make things easier for maintenance

@lucbv Defintely agree, I went through and renamed the args "InOrdinal, InMemTraits, InDevice, ..." and made them consistent for the 3 templated constructors

Make CrsMatrix constructors taking StaticCrsGraph more permissive on the graph type (if the entries and rowmap views can be shallow copied, it will work). This allows CrsMatrix::HostMirror to be constructed using a CrsMatrix::StaticCrsGraphType::HostMirror (#917), which is needed by Tpetra.
Also add deep copy constructor for CrsMatrix at @lucbv suggestion. Takes a label and
any other CrsMatrix<...>, and will work as long as it has same scalar/index/offset types.
