@jgfouca are the Views in the manual_copy routine always allocated on the host? I think this is true of Views in the trsv routine in general (unless updated), but wanted to check, otherwise this routine will work when UVM is enabled but fail for non-UVM enabled Cuda builds

@ndellingwood , yes, trsv is sequential and host. Also, I should reiterate that this manual copying is what was in this file before the recent trsv PR I did. |
It seemed to have a problem with these deep_copies, so just do the copy by hand like it was being done before my recent trsv PR.

Thanks @jgfouca ! I wonder if what was happening was in the non-UVM case, there was a deep_copy of device data to host as expected, but in the UVM-case since the data is host accessible it attempted to just assign the View, but perhaps there is a missing View assignment overload in Sacado or Stokhos to support this case

Tested a build on weaver and it appears to fix the problem.
