This looks fine, I get the rational for the square matrix in ilu aglorithms.
@brian-kelley do you have an opinion on changing the interface to some of the spadd function calls to get m and n as input parameters?

@lucbv @jczhang07 I'm fine with adding m,n as parameters, and since it's in The part I'm not sure about is putting the execution space instance into the KokkosKernelsHandle. For BLAS and spmv, the kernel functions take The other thing is, if we are adding space support to spadd, it's important that it also works with the native impl (I see TODOs for this). * HIP: since Kokkos has moved it out of experimental we should clean up
Just reflecting the move of HIP and HIPSpace out of experimental
so that we do not get deprecation warning and even failures down
the road. This was really done in Kokkos Core 4.0.0 so it is time
