Instead of instantiating kernels with all possible exec/mem1/mem2 combinations, only do exec/mem. Plug in that one memory space for both "persistent" and "temporary" space of the KokkosKernelsHandle.

Instead of instantiating kernels with all possible exec/mem1/mem2 combinations, only do exec/mem. Plug in that one memory space for both "persistent" and "temporary" space of the KokkosKernelsHandle.
As an example, if CudaSpace and CudaUVMSpace are both enabled in ETI, there used to be 4 instantiations of each kernel using Cuda execution space - fast and slow could each be CudaSpace, CudaUVMSpace. Now there are only 2 instantiations.
