The way it was done initially did not cast pointers from Kokkos complex type to rocsparse complex type which leads to unknown conversion errors down the road...

Looks good. The way I got around this in my upcoming PR was to keep Junchao's generic macro, but add a kokkos_to_rocsparse_type<scalar_type>::type to rocSparse utils and then reinterpret_cast to that type in the wrappers.
I say merge this now and then I'll decide how to deal with it when I rebase on develop.
It's basically done by the way. Finally today the cusparse, rocsparse and MKL wrappers are all working through the unification layer, their symbolics all work with spgemm_jacobi and bspgemm_numeric (that was the most annoying part), and MKL now has correct symbolic/numeric separation by keeping the necessary matrix descriptor in the handle. Before there was the "2-phase" calling the deprecated mkl functions, and the single phase which did the whole product in symbolic with dummy values.
