Describe the bug
Iesnium Anvil doesn't respect Apothic Enchanting max levels

To Reproduce
Steps to reproduce the behavior:

  1. Pick an enchanted book
  2. Copy it and combine it in an Iesnium Anvil
  3. Repeat until it hits level X

Expected behavior
Apothic Enchanting has configs for max enchanting levels of any enchant. This allows pack makers to control how high they wish them to go.

The Iesnium Anvil, instead of respecting the configs from Apothic Enchanting, simply allows any enchant to go to X if Apothic Enchanting is installed. Effectively adding compat for a mod but ignoring its limits.
