I made this 2.0.0 because of #274, not fully confident if that is what we should do or not.

For JupyterHub itself, we've decided that bumping minor version constitutes a major bump. I don't generally think that's required across the board, at least as long as the minimum version is reasonably conservative (3.8 is EOL next month, so this still accepts all Pythons with security support). My inclination would be to call it 1.x, but I don't have a strong feeling.
