Add roseau API checks for comparison with japicmp

While roseau doesn't support filtering or accepting some breaking changes, yet, it looks very promising as it's easier to use and more accurate than japicmp. This PR introduces roseau tasks for each project that (for now) only print the list of detected breaking changes. In the future, we might be able to replace japicmp if the two capabilities linked above are added.

Definition of Done

• There are no TODOs left in the code
• Method preconditions are checked and documented in the method's Javadoc
• Coding conventions (e.g. for logging) have been followed
• Change is covered by automated tests including corner cases, errors, and exception handling
• Public API has Javadoc and @API annotations
• Change is documented in the User Guide and Release Notes
