Merging in Conflicts from Develop Branch
Putting a different id for ul element.
Allowing footer-left-ul to work too
Avoid setupSkinUserCss and escapeId, both of which were deprecated before MediaWiki 1.34. Also remove some trailing whitespace.
Remove the executable bit from a few files.

Also, added legacy.css to solve the issue of MW Core removing fallback default css for all skins.
