This fixes the bad interaction between "file" removals and the "yumrepo" resource. This code requires Puppet 3.5.0 or higher. The "tests" are just commented out right now because I am not sure how to test for the absence of something without being completely obtuse. (should not contain yumrepo('somethingbogus'))
ALSO: This has a fix for the Gemfile to limit the versions of a couple gems to allow it to work on Ruby 2.1.x, which is required for Puppet 3.8.x.
