Changed silence thresholding from < to <=. With < there is no way to threshold for absolute silence (-inf dB) only.

Changed silence thresholding from < to <=.
With < there is no way to threshold for absolute silence (-inf dB).
Because amplitudes are floats, side effects of the change should be negligible.
