feat(docker) Now configures a timezone

This is a work in progress, please don't review now.

I have just added tzdata and configured the CST timezone, but that doesn't (yet?) make sense for me.

I still have tests to write.

• Make sure you are opening from a topic/feature/bugfix branch (right side) and not your main branch!

• Link to relevant pull requests, esp. upstream and downstream changes
