In jaraco/pytest-checkdocs#19, we learned that the fix suggested here was not a durable fix as it only addressed the symptom in this project instead of the root cause in the underlying build project. I hope some of those affected by that deficiency will pursue a fix in the build project and in such a way as to obviate the need for this local workaround. |

This enables distribution packagers to build doc packages offline. (See #7, #10, avoids build's unableness to build isolated in offline mode pypa/build#556)
