Deprecate Jaeger C++ SDK

We have no maintainers who can actively review and validate the PRs to this repo. This issue is to announce plans to deprecate and archive this repository by the end of October and direct people to use OpenTelemetry C++ SDK which has the official 1.x version.

Agreement has been made to deprecate this repository in favour of OpenTelemetry C++ SDK.

Would you be willing to offer compiled versions as release downloads after v0.4.2? I am having issues getting this compiled on Alpine/Debian/Ubuntu, as there are issues with googlemock and googletest preventing full compilation. Haven't found a way around it so far (disable warnings, upstepping to gcc 11... no results so far)
